Mr. Mokhtarian received his Masters of Science degree from Northwestern University.

He has been a member of Subcommittee on Pressure Vessels (Section VIII) since 1985, and is presently Vice Chairman.  

He is also a member of ASME Post Construction Committee, a member of Joint ASME/API Committee on Fitness-For-Service (RP-579) and Chairman of the Pressure Vessel Research Council.

He has conducted seminars and courses related to pressure equipment for over 20 years.
